В рамках задачи необходимо настроить порядок вывода карточек:

волонтеры: идут пользователи с сортировкой по баллам в порядке уменьшения. Все заблокированные пользователи всегда снизу
реципиенты: пользователи в порядке создания. Заблокированные идут после общего списка
не обработанные: пользователи в порядке создания. Заблокированные идут после общего списка
администраторы: в порядке создания

⚠ Эти порядки выдачи уйдут позже на бэкенд часть
