[Suggestion] Tanning Rack and Drying Rack on thunder or in closed room config option

Is your feature request related to a problem? Please describe.
In my modpack there is no way to get sunny weather or at least not rainy, it's always thundering and there is no way to get weather better. So tanning and drying racks doesn't work and they're cannot work in a closed room or even open territory if it's thundering outside.

Describe the solution you'd like
Add a config option to allow drying and tanning when it's thundering outside or allow tanning or drying in a closed room with closed doors.

Probably this should work, but it don't.

I wonder if a simple "seesky" check would be enough. If it's raining or thundering, check "seesky": if false, continue. If true, then perhaps there could be an extra "ruined" item output? Could even allow hides to become rotten flesh if it begins to rain while working.
