proxy settings and registry settings -yarn 2

First of all you have created an amazing tool. Thank you 🎆

I have an internal registry that i wouldn't want to be added to yarnrc file. How can i go about setting the proxy and registry without having them added to my yarnrc file to avoid committing them to my repository

ive seen this answer #2771 (comment) and it is exactly the same scenario. I didn't know that you could have a global yarnrc file that you can store secrets/password and a local one for the project

Unless anyone has any other information i might be missing, i'll go ahead with this answer
