it it possible to instruct yarn to ignore .yarnrc.yml from parent dirs? #6636

it bit me twice:

  1. one of my colleagues had .yarnrc.yml in home dir, which he didn't even know about, which made things work differently on his machine and break
  2. I've got a monorepo with top level workspace and .yarnrc.yml, in which we've set-up another workspace in a sub-dir (not included in the top level one), in order to experiment with stuff without affecting the main workspace, but changes to top level .yarnrc.yml affect the sub-workspace.
