dev: Improve topic reader documentation about restart partition #1578

In case of network reconnect or tablet restart topic reader can read uncommitted messaged which was already read. The one solution is to use callback

ydb-go-sdk/topic/topicoptions/topicoptions_reader.go

Line 234 in bcbe650

func WithGetPartitionStartOffset(f GetPartitionStartOffsetFunc) ReaderOption {

but this is not documented.
So it would be nice to make a notice about this behaviour
