128 issuewild "letsencrypt.org" is refused for my CAA record

128 issuewild "letsencrypt.org" is refused for my CAA record.
I tried with 0 issuewild "letsencrypt.org" and that woks.
It says "Flags field must be between 0 and 255" but 128 is between 0 and 255.

So for now I have put 0 instead of 128 and I wonder what difference it will make.
