[Bug] scrollbar appears when there's plenty of room inside panel

Describe the bug
The scroll appears on the right of the panel when there is enough room inside the panel to fit the graphics without causing it to exceed the side of the panel. I don't know if this is a boomtable issue or a grafana issue or a boomtable/grafana issue.

In the attached screen shots, you can see that when the panel is resized, the last boom table entry gets chopped when it would actually fit. In other situations, the scroll bar on the right appears when it isn't required.

I'm seeing a similar problem in 1.4.0. After an update while in edit mode:

then, after an update when back at the full dashboard:

This time, I made the object larger:

It looks like it there is a ghost bar at the bottom after an update.
