Dynamically adjust FPM timeout

With the ability to use CloudFront and Lambda URLs instead of an API gateway, we can now have longer running PHP processes. It would be better if the runtime could dynamically adjust max_execution_time in the php.ini instead of using the hardcoded 28s.
