Extra function to enhance user experience?

Could it be possible to add a function that it brings the web tab (localhost:3002) to front and to align with my sublime editor when I start editing in sublime text. Usually my sublime text is aligned in left half of my desktop, and it is desired to automatically align the web tab in the right half of the desktop.
