org.zalando.logbook.autoconfigure.LogbookProperties should be dynamic.

Please do not read configuration while creating beans. Instead of it inject configuration into beans and read/interpret it on the fly.

So library will respect dynamic configuration changes without restarting the application.

Version used: org.zalando:logbook-spring-boot-starter:3.10.0
