Import XMLSERVICE tests that use the PHP Toolkit

See IBM/xmlservice#21 and code in https://github.com/IBM/xmlservice/tree/master/test/php and look for tests with the word "toolkit" in the name.

Once we import these tests, the XMLSERVICE maintainers could remove them or rework them to avoid the PHP Toolkit dependency, in the XMLSERVICE repository.
