Description of the new feature / enhancement

Add configuration support for the various fuel tanks and engines to run off of Ethanol, Ethanol 75, or Ethanol 90 with either Liquid Oxygen or HTP.

Proposed technical implementation details

See this for propellant specifics.

Will likely need MM and B9 Part Switch.
