Support using URI shemes to reference a storage backend when opening stores.

See this note on the filesystemstore specification. Ocaml has the uri package that could be used to implement this.

Is this even worth the effort over just using a storage backend directly without using URI schemes to map to the correct store? Maybe im misunderstanding this part of the specification.
