We'll need to create functions for registering plug-ins and returning their metadata when requested by other components.

As part of implementing support for third-party plugins, there are a few core requirements:

• Identify plug-in configuration properties
• Add a plug-in registration facility
• Expose functionality to modify or access plug-in metadata
• Centralize list of installed plug-ins
