"./go update" requires arguments, none of which are specified.
I can get localdev working witout this commmand.

@gboone @mbland is go update no longer a thing? can one of you please review these changes, since @DavidEBest and I weren't sure what the current process entails

It's update_data, I think at some point we renamed the command and forgot to update the README. But it's also a completely optional step since #311 started saving a copy of of the data locally.
