Upgrades Angular to v12 and bumps many other important dependencies and configurations.
This library is used within openmrs-ngx-formentry, a fork of the AMPATH form engine. The goal is to upgrade that library to Angular 12, primarily so as to leverage Angular v12's support for Webpack Module Federation. This would enable us to align our module loading strategy in esm-core to a WMF-based setup.
