Fix the test_react unit test #397

The test react unit test was missing some features.

Biggest one was it did not read in the xin_file which holds composition data.
Made sure the dt was set and added the functionality to use a fixed dt.
Editted the input files to set verbosity.

I am not sure why the reacting_bubble CI fails -- must be a Microphysics change?
