Enable student generated certificates in edX when the button is disabled
In order for the "Enable student generated certificates" button to appear in the Instructor dashboard the course pacing should be set to "Instructor-Paced".
If it is set on "Self-Paced" and you want to change it but the button is disabled you should edit the course start date (and, if needed, the end date) so that the course is not yet started. After changing the pacing configuration you can restore the old dates.
This has the effect that, during the time the dates are changed, students can't enroll in the course. It might also have other consequences, but we're not sure about exactly what.
Note that Honor code certificates can't be created in Hawthorn version due to this commit. In Ironwood this behavior is controlled by the DISABLE_HONOR_CERTIFICATES feature flag.
