Now that the RB-3.3 branch exists, set the version on the main branch to 4.0.0, to distinguish a main branch build from official releases. The next release is likely to be 4.0 since it will likely change the file format.
Also, set the SOVERSION on the main branch to 99, to prevent any confusion with the SOVERSION of official releases.
