Frhodo v1.3.0 Release

Changes:

• Implemented Bayesian Parameter Estimation with the help of @AdityaSavara
• Optimization now works for pressure dependent reactions through converting them to Troe and optimizing the Troe equation
• Optimization has several new algorithms including RBFOpt, particle swarm, differential evolution and several other stochastic methods
• Backend interface with mechanisms works differently now. This has caused some bugs to crop up which have not all been squashed.
