Purpose of change
Fixes the vehicle fuel and battery bug where all tanks would be 100% full and all batteries 0%. Now they are set randomly within given bounds as intended.

int max was being shadowed by float max in an inner block. Renamed variables to differentiate them.

Played game and noted that the bug was fixed.
