As a Public Health Official I want to be able to track cases and deaths by 20-year age ranges and by sex at birth so that I can understand how the disease is affecting different groups of people.

Given A {Region}
When data is reported for that {Region}
Then it includes stratifiers for {Age} and {SexAndBirth}

Age and gender do not need new value sets. The standard ones already exist
