Collection of Partial Measure Data

As a Hospital Administrator I want to be able to collect data from multiple source systems so that I can put all of the pieces together for my reporting to a Public Health Agency.

Given a {Reporting System} that reports {Partial Results}
and a {Repository} in which to store them
When all {Reporting Systems} have reported their {Partial Results}
Then I can aggregate these into a {Complete Result}
and they can be transmitted to a {Public Health System}
