Adding ADF templates for the following health data transformation and copy scenarios:

Copy FHIR resources from source Azure FHIR service to destination Azure FHIR service.
Copy FHIR resources from source Azure FHIR service to destination Azure Data Lake Storage Gen2.
Transform HL7v2 health data to FHIR R4 format and write to ADLS Gen2.
Transform unstructured health text to FHIR R4 format and write to ADLS Gen2.
