Track 1 Cognitive Services: These libraries have long been deprecated for languages like Python and JS and, according to @achandmsft, can be marked as such for Java as well.
Track 2 Cognitive Services: According to @achandmsft, these will also be retired in the future, so I'm updating the Support status and EOLDates for those. Should we mark them as deprecated or maintenance if the EOLDate is about 2 years into the future?
Other libraries: Updated their info according to conversations with their respective library owners.
