Update & Fix Tracking Tag.

Tracking tag can be controlled on https://stats.data.gouv.fr/index.php?module=CoreHome&action=index&idSite=13&period=day&date=yesterday#?period=day&date=2023-11-02&idSite=13&category=General_Actions&subcategory=Events_Events (Choose the period if necessary)

For Test :

• Start the project (yarn dev)
• Go on your request tools (Postman or other).
• Call Download Commune Data API (with URL like: http://localhost:5000/ban/communes/{codeCommune}/download/{csv-bal|csv-legacy}/{adresses|lieux-dits})
• Check If no Error on Terminal.
• After (a long, long) moment check if the Event appear into the Matomo report page. (Event: DEVMODE - Download if you test from yarn dev)
