Cancelled: Add BlockchainCommons Debian packages to the official Debian distribution repository

• I initially suggested that we do this but I now think this is obviated by us now (Make Debian packages for BlockchainCommons cli tools compatible with TailsOS #191) having all Debian packages available as Github releases. I'm going to mark it as done unless @ChristopherA really wants the packages in the repository.

    • Confirm that if we add upstream BlockckainCommons Debian packages to the Debian repository, they will be compatible with TailsOS.
      • Our current Debian stable/latest releases are compatible with TailsOS.
