What are the requirements of the funding bid that feed into the shaping of this document?

Current Situation

Recognising:

  1. Different configuration of data services
  2. Lack of consistency across data services
  3. Lack of linkages across domains
  4. Need for unit and data model conversion
  5. No persistence of URIs
  6. No federation tools
  7. No governance across Central and Local Govt

Critical problem to be solved is the inability to deliver consistently described authoritative data under a national framework/infrastructure that would enable achievement of goals under ICT.govt.nz strategy.

Project Justification

This project is to leverage partnerships and capability across central, local government and CRIs to [starter for 10]

  1. Demonstrate cross-agency collaboration
  2. Deliver a working pilot national information architecture focussed on consistently presenting river sensor data from across NZ
  3. Demonstrate how developed best practice can enhance/enable/build/create core organisational capabilities across different sectors can support central govt goals

What are the criteria here that need to be covered off? Suggested items above may be completely off-base.

Objectives/Project Scope Description

  1. To increase the nations understanding and utilisation of river monitoring information, consistent with international best practice (WMO, OGC).
  • Develop or reuse common reference terms for data – vocabulary service
  • Procedure metadata (NEMS)
  • Starter for 10
  1. Aggregate/federate data from multiple sources to a common set of terms, facilitating use and discovery
  • EODP
  • Register of data suppliers endpoints; potentially broker?
    • LG
    • CRI
    • SOE
    • Private 1.Provide links to other data resources (MfE, LAWA etc.)
  • URIs
  1. Increase discoverability to river monitoring information
  • Develop data registers.
    • Codelists
    • Reference data
    • Authoritative URI lists
  • PID Service
  • Develop data viewer

Project Exclusions/Out of Scope

  • Communication link from sensor to data store
  • Web enabled sensors

Deliverables

Roadmap: implementation of NEII: Reference Architecture to build a NZ National Data Infrastructure

  • Standardise data profiles for publishing and querying.
    • EODP
    • Vocabularies
  • Transform a pilot dataset to linked data.
  • Build data registers for vocabularies and datasets.
  • Develop a PID Service for managing URIs
  • Develop a viewer application to query and view datasets.
  • Reuse existing and build new vocabularies/ontologies based on best practice
  • Develop river naming conventions
