Added support for ArteryTek AT32F415 #392

Added support for AT32F415 MCU made by ArteryTek.

The implementation is heavily based on STM32F103 with many new features support for this MCU. It also contain:

  • Test HAL drivers for PWM-ICU and USB_CDC.
