Membership application improvements

We want to make it easier for citizens to apply to be on boards. So far, we have had a single Apply link and a single application form.

One big limitation we have is that we do not have authentication for citizens. This means we have duplicate Applicants as repply many times for different boards. Without authentication, we have no idea who they are, and they must type all their information in again.

If we were to set up authentication for applicants, should we demand they create an Access Indiana account?
