This should enable us to build for s390. Separate commit for the
upgrade.

BR2_BINUTILS_VERSION_2_31_X=y is deprecated and must be removed to build
with this new version.

Noting that this doesn't add the s390 image or integration; this PR is a prerequisite to that.

reviewers should fetch this gzipped tarball from buildroot's releases (not this PR) and verify this sha256sum.

The sha256sum looks good to me. I am running this through my build framework to make sure there are no regressions. I will approve and merge if everything comes back okay.
