Adds getters and setters for
gpc_clock_vf_offsetandmem_clock_vf_offset. This enables the ability to increase or decrease the base frequency of the pclk and mclk. Tested by running Folding@Home on a RTX 3080 and increasing its pclk offset by +100, and likewise giving a RTX 4090 a +145 pclk offset.
