Added preserveEffects option to PlayerRespawnEvent #2223

preserveEffects :
when true => player effects won't be removed on respawn
when false => player effects will be removed on respawn

No need for it since you can achieve this using EntityPotionEffectEvent allowing you to control what effects to keep in a specific context (action == removed, cause == death ... etc)
