Changes:

Displays full text
Pagination at top
Debugged disappearing banner (thanks ryaken!)
Labels and boxes for description, application requirements, and notes
Added left attribute section
Buttom right button toggles between edit and save

Problems and to-do:

Expand to full screen (width in app.css is set to 100% but still not full screen)
Display logo in top right (correctly reading filepath to image but not rendering)
Enable editing and saving
