Set owners for tests/assertions/ocp4

Description:

• Set OCP team members as owners of OCP4 assertion files

Rationale:

• Less noise to core maintainers when we need to update OCP4 assertions.
• For example:
  • CMP-3385: Update assertion files for 4.16 node scans #13886
  • update ocp4 check result names #13951

Please rebase on top of the latest main branch as #13961 got merged and fixed the problem with the testing farm tests.

@Mab879 @ggbecker We are still working on the openshift-node and openshift-platform tests. They are not working properly yet.
The enterprise-contract is on the works as well.
