This PR adds Kontrol to the Security Tools list.
Kontrol is a formal verification tool for Solidity smart contracts that utilizes Foundry property tests augmented with additional cheatcodes for verification, and is an integration between KEVM and Foundry. Documentation is available at https://docs.runtimeverification.com/kontrol/overview/readme.
