In the snapshot UI (slightly modified/improved/simplified), user may choose to read data from archiver instead of from PVs.
A preference setting has been added to define the default policy: READ_PVS or FROM_ARCHIVER.
A date/time picker dialog is shown where user defines time stamp. Default time is of course "now".
NOTE: documentation will be updated separately after approval as UI changes require a dozen or so new screen shots.
