First PR to add manage test suite and setup steps for logging into test environment and logging into manage as a DFE admin user.
Had to use CSS selector for gov one login components as we have no control over them.
2 more PRs to follow where I will add the test data for these particular tests and the actual tests.
Existing test written pass on Chrome and Edge, known issue on firefox hence failure (bug raised FHB-1008)
