Deploy to AKS using Github actions and OIDC instead of a service principal secret

Depends on:

• [2151] Enable Github actions OIDC for services teacher-services-cloud#335
• [2151] Update all actions for OIDC github-actions#106
• [2151] Allow github actions OIDC authentication to AKS clusters terraform-modules#140
