fixed some issues found during playtesting

ToC help collided with hotkey hints
ToC help had trailing newlines, causing spurious display of scrollbar
ToC could be resized too small and hotkey hints were hidden
HotkeyLabel widgets had too large of a hitbox
ToC hotkey labels were visually enabled even when non-functional
