Rev1:

Reimplements Dockerfile to create a containerized ISC Agent
Fixes docker-compose to utilize new docker file
Swaps use of Pipfile and Pipenv in favor of the newer Poetry tool.
Creates a Github Action to generate a requirements.txt file from the pyproject.toml file in case users don't want to use Poetry.

TODO: Update documentation to reflect new deployment story.
