[Bug]: Skull breaks no longer kill, paralyze, or stop in any way humanlike mobs. #814

Describe the issue

Breaking the skull or neck of goblins, orcs, skeletons, zizombies, and anything that is a humanlike AI controlled mob does essentially nothing. No paralysis, nix, null, nada. They just stand back up, and keep going. As an addendum, skull breaks being non-lethal for players as well means that you can sometimes get stuck in an eternal hell of being beaten in the head by a mob, unable to die, unable to move, unable to speak.

How to reproduce

Break the skull of a humanlike mob, watch as it keeps on truckin'.
