We've been testing Toil with htcondor 10.9.0, as in https://ucsc-ci.com/databiosphere/toil/-/jobs/85419

But as of now that release no longer exists, and our htcondor dependency spec can't find any candidates.

We should bump the htcondor version we claim to support (and also probably actually put using it under CI at some point).
