Release the base check

Motivation

• Needed by [DBMON-3030] report postgres check query operation time metrics #16040
• To fix https://github.com/DataDog/integrations-core/actions/runs/6583605101/job/17886941131#step:14:327

I'll bump the version in postgres in another PR
