Updates the default adoprovider and description for sqlserver

What does this PR do?

Updates the default adoprovider in the conf.yaml.example and spec.yaml and description for SQLServer. This is to reflect the actual default that we currently use.

Motivation

If no config is set , we return the default [GitHub] which is MSOLEDBSQL [GitHub]. Also the previous default SQLOLEDB has been deprecated so updated the description.
