[Bug] 1.2.0 flink jar task always splices the default template, causing syntax verification errors

• I had searched in the issues and found no similar issues.

What happened

1.使用手工录入表格的模式提交任务，检查不通过，没有获取表格，检测空模板

2.使用语法提交模式，检测不通过，在语法后面拼接了默认模板导致报错

3.开启全局模式后，并没有引用全局变量，确把我定义的全局mysql数据源带进来拼接了
