Add Marinade Select fees adapter

Adding a fee adapter for Marinade Select.
This belongs under Marinade to tab Select

I follow-up the structure that was discussed at the prior PR here: #1225
The info on the Select program from Marinade can be checked at the submitted PR for tvl: DefiLlama/DefiLlama-Adapters#14928
