About the PR

Adds a new options tab for delta-v spesific settings (Future proofing!(and also cause merge conflicts in ui elements sucks))
And also a new option that allows someone to globally disable DogVision or UltraVision, no matter what mob.

Why / Balance

While for most people its fine, in some rare cases it can cause big problems for players, and that is absolutely not good.

Technical details

Hopefully anyone who copies from either DogVision or UltraVision is also smart enough to copy over the exclusion code :blunt:
