Update dependencies

Update the following dependencies:

• scikit-learn>=1.6.0 and change fore_all_finite to ensure_all_finite see API rename force_all_finite into ensure_all_finite in check_array ? scikit-learn/scikit-learn#29262

• add minimal dependencies in ´pyproject.toml´

API compatibility and bugfixes:

• Replaced all instances of the force_all_finite parameter with ensure_all_finite in calls to check_array and check_X_y throughout the codebase, ensuring compatibility with updated scikit-learn APIs. This affects files in doubleml/data/base_data.py, doubleml/did/, doubleml/irm/, and related submodules.

Further Changes:

• Updated the Python version badge in README.md to include Python 3.13 as a supported version.
• Removed unused warnings import and related warning-checking code from test_did_aggregation_plot.py, simplifying the test and removing redundant assertions.
• update weight check in rdd.py
