v7.1.0

Initial public release! As you can tell from the version number, we've had a few internal releases, but not as many as you might expect from the 7.1.0 version number. This was a submodule of a larger internal library that had other dependencies that forced frequent binary-incompatible changes. It was only added in version 6.63.0 of that library, which makes this the third release of the metrics / monitoring server functionality.
